POLICIES OF THE ORGANISATION FOR ACTIVE MEMBERSHIP AND ISSUING ANNEXURE VIII / ANNEXURE J FOR BANK EMPANELMENTS

CPD COMPLIANCE CRITERIA FOR CEV ACTIVE MEMBERSHIP

A minimum of 12 CPD Score Points is required per financial year for Active Membership Compliance.


1. ACTIVE PARTICIPATION

As a member of the Council of Engineers & Valuers (CEV Group), a member is expected to actively engage with the activities, programmes and professional initiatives of the Organisation.

Active participation may include:

  • attending meetings, seminars, conferences, webinars and workshops;
  • participating in professional development programmes;
  • attending local chapter conferences and activities;
  • participating in CEV educational and knowledge-sharing initiatives;
  • volunteering for organisational activities;
  • sharing professional ideas, articles and knowledge;
  • participating in committees, working groups or other initiatives, wherever appropriate;
  • contributing constructive suggestions for the development of the Organisation; and
  • participating in appropriate social-media and digital knowledge-sharing activities.

Active Membership is therefore not intended to mean merely holding a membership certificate. It represents a continuing professional association and meaningful engagement with the Organisation.


2. ADHERENCE TO POLICIES, RULES AND CODE OF CONDUCT

Members are required to follow the Constitution, Bye-laws, Rules, Regulations, Policies, Code of Conduct and other applicable instructions of the Organisation.

Members are expected to:

  • respect the values and objectives of CEV Group;
  • maintain professional dignity;
  • treat fellow members and professionals with respect;
  • follow ethical standards;
  • maintain professional discipline;
  • comply with applicable organisational procedures; and
  • avoid any conduct that may adversely affect the reputation of the Organisation or the profession.

Any serious or repeated violation of applicable policies may be considered while reviewing Active Membership status.


3. COMMUNICATION AND RESPONSIVENESS

Effective communication is an important component of active professional membership.

Members should:

  • remain responsive to official communications;
  • regularly check communications issued by the Organisation;
  • provide information or documents sought by the Organisation within the prescribed time;
  • keep their registered contact details updated;
  • respond to membership and compliance-related communications; and
  • cooperate with reasonable verification procedures.

Repeated failure to respond to official communications, particularly those relating to membership, CPD, compliance or bank empanelment documentation, may be taken into consideration while reviewing the member’s status.


4. ATTENDANCE AND PARTICIPATION

Regular attendance and participation demonstrate the member’s continuing interest in professional development.

Members are encouraged to attend:

  • CEV conferences;
  • local chapter conferences;
  • seminars;
  • workshops;
  • webinars;
  • CEP/CPD programmes;
  • professional meetings;
  • training sessions; and
  • other educational and professional activities organised or recognised by CEV Group.

The objective is not merely to record attendance but to encourage continuous professional learning, interaction and knowledge development.


5. COMMITMENT TO THE ORGANISATION

Active Members are expected to demonstrate a reasonable level of commitment towards the Organisation and its professional objectives.

This may involve:

  • participating in organisational activities;
  • fulfilling responsibilities accepted by the member;
  • attending professional programmes;
  • contributing professional knowledge;
  • supporting educational initiatives;
  • remaining connected with the professional community; and
  • helping promote professional awareness and capacity building.

Membership should therefore be regarded as a professional relationship involving both rights and responsibilities.


6. PAYMENT OF MEMBERSHIP DUES / FINANCIAL COMPLIANCE

Where membership fees, renewal fees, programme fees or other legitimate dues are applicable, members are expected to discharge their financial obligations within the prescribed time.

Outstanding dues may affect the member’s compliance status until such dues are cleared or otherwise resolved in accordance with applicable policy.

Financial compliance may be considered while processing requests for:

  • renewal of membership;
  • Active Membership confirmation;
  • Good Standing confirmation;
  • Annexure VIII;
  • Annexure J;
  • bank empanelment-related documents; and
  • other membership-related certifications or confirmations.

7. TEAMWORK AND COLLABORATION

CEV Group encourages professional cooperation and teamwork amongst its members.

Members should:

  • respect the professional opinions of others;
  • cooperate in organisational activities;
  • encourage knowledge sharing;
  • maintain professional courtesy;
  • contribute constructively to discussions;
  • avoid unnecessary disputes; and
  • support a positive professional environment.

Differences of opinion are natural in any professional organisation, but they should be addressed through respectful and appropriate professional channels.


8. TIME AND EFFORT

Active Membership requires a reasonable investment of time and effort in professional development.

Members are encouraged to devote time towards:

  • professional learning;
  • attending seminars and webinars;
  • reading professional material;
  • participating in CPD programmes;
  • contributing articles or presentations;
  • participating in committees or professional initiatives; and
  • engaging with digital knowledge resources.

The objective is to develop a culture of continuous learning rather than passive membership.


9. SKILL AND KNOWLEDGE DEVELOPMENT

Members are expected to continuously update their professional knowledge and skills relevant to their respective areas of practice.

This may include learning about:

  • valuation standards;
  • engineering developments;
  • real estate developments;
  • taxation laws;
  • IBC and insolvency developments;
  • banking requirements;
  • judicial decisions and case laws;
  • regulatory developments;
  • technology and digital tools; and
  • new valuation methodologies.

Participation in training programmes, workshops, seminars, webinars, self-learning and digital educational content may contribute towards professional development and CPD compliance, wherever recognised under the applicable CPD framework.


10. CONTINUED INTEREST AND ENGAGEMENT

An Active Member should demonstrate continuing interest in the Organisation and its professional objectives.

This includes:

  • staying informed about CEV activities;
  • participating in professional discussions;
  • attending educational programmes;
  • contributing suggestions and ideas;
  • engaging with knowledge-sharing initiatives;
  • participating in local chapter activities; and
  • using official digital platforms for professional learning.

11. PROFESSIONALISM AND ETHICAL CONDUCT

Members are expected to maintain high standards of:

Honesty • Integrity • Independence • Professional Competence • Confidentiality • Responsibility • Transparency • Ethical Conduct

Members should conduct themselves in a manner that preserves the dignity of the engineering, valuation and related professions.

Any professional misconduct, unethical behaviour, misrepresentation, abuse of organisational platforms or serious violation of applicable rules may be considered while determining Active Membership compliance.


12. RESPECT FOR ORGANISATIONAL LEADERSHIP

Members are expected to maintain professional respect towards the governing bodies, office bearers, committees, chapter officials and authorised representatives of the Organisation.

Members are free to raise concerns, provide suggestions and offer constructive criticism through appropriate channels.

However, communications should remain professional, respectful and constructive. Abusive, threatening, defamatory or deliberately disrespectful communication is inconsistent with the principles of professional membership.


13. SOCIAL MEDIA AND DIGITAL PROFESSIONAL PARTICIPATION

13.1 Importance of Digital Professional Engagement

In the present digital environment, professional engagement is not limited to physical meetings, conferences and seminars.

Digital platforms have become an important medium for continuous professional education, knowledge sharing, professional awareness and communication.

Accordingly, CEV Group encourages its members to actively use and participate in the Organisation’s official digital and social-media platforms for the purpose of:

  • professional knowledge gain;
  • continuous learning;
  • awareness of new laws and regulations;
  • understanding recent case laws and judicial decisions;
  • learning new valuation methodologies;
  • keeping themselves updated with banking and financial-sector developments;
  • sharing professional knowledge;
  • interaction with fellow professionals; and
  • remaining continuously connected with the Organisation.

Members are therefore encouraged to remain connected with CEV Group through its official digital platforms, including:

  • YouTube;
  • Facebook;
  • WhatsApp professional groups;
  • other official social-media channels; and
  • other digital knowledge-sharing platforms operated or recognised by the Organisation.

13.2 Special Importance of the Official CEV Group YouTube Channel

The Organisation particularly encourages members to make regular use of the official CEV Group YouTube Channel for professional knowledge development.

The channel may contain educational and professional presentations relating to subjects such as:

  • valuation;
  • engineering;
  • real estate;
  • plant & machinery;
  • taxation;
  • law;
  • IBC;
  • banking;
  • case laws;
  • professional standards;
  • regulatory developments;
  • empanelment opportunities;
  • technical matters; and
  • other subjects relevant to the professional development of members.

Members are encouraged to develop a habit of regularly watching useful professional and educational presentations instead of limiting their learning only to formal seminars or physical conferences.


13.3 Social Media / Digital Knowledge Activities

For the purpose of Active Membership and CPD compliance, Social Media / Digital Knowledge Activities may include participation in social-media and digital-platform activities undertaken genuinely for:

Professional Knowledge Gain + Awareness + Continuous Learning + Knowledge Sharing + Professional Engagement

Such activities may include:

  • watching professional and educational videos;
  • providing meaningful professional comments;
  • sharing educational content;
  • participating in professional discussions;
  • sharing CEV educational initiatives;
  • participating in appropriate Facebook activities;
  • engaging constructively with professional posts;
  • sharing useful professional updates with fellow professionals; and
  • using digital platforms as a means of continuous professional learning.

13.4 CPD CREDIT FOR SOCIAL MEDIA / DIGITAL ENGAGEMENT

For recognised social-media/digital professional engagement:

1 CPD Point may be awarded for every 5 eligible posts/comments/shares

subject to the conditions and verification requirements prescribed by the Organisation.

The intention behind this provision is to encourage members to remain professionally connected and to use social media not merely for entertainment or general social interaction, but also as a tool for continuous professional education and knowledge sharing.


13.5 Special Provision for Professional Videos on Official CEV YouTube Channel

On the official CEV Group YouTube Channel, if a member watches a video relating to professional knowledge, education, technical learning, legal/regulatory updates or an educational presentation for more than 10 minutes, and thereafter posts a meaningful professional comment mentioning his/her name, such participation may be counted as:

1/5 CPD Point for each eligible video

subject to verification and the applicable CPD rules of the Organisation.

For example:

5 eligible videos × 1/5 CPD Point = 1 CPD Point

This mechanism is intended to make professional learning simple, practical and accessible to members from all parts of the country, including professionals who may not always be able to attend physical programmes.


13.6 Conditions for Counting YouTube Participation

For the activity to qualify for consideration:

  1. The video should be related to professional knowledge, education, technical matters, law, valuation, engineering, taxation, banking, regulatory developments or another relevant professional subject.
  2. The member should watch the relevant video for more than 10 minutes.
  3. The member should provide a meaningful and relevant professional comment.
  4. The member should mention his/her name in the comment so that participation can be identified and verified.
  5. A mere emoji, single-word response, meaningless comment or repetitive comment should not ordinarily qualify.
  6. The activity should be undertaken genuinely for professional learning and knowledge development.
  7. The Organisation may prescribe a method for submission, verification or recording of such participation.
  8. The Organisation may reject activities that appear to have been undertaken only for obtaining numerical CPD credit without genuine professional engagement.

13.7 Meaningful Comments – Professional Engagement

The purpose of requiring a comment is to encourage members to think about and engage with the educational material.

A meaningful comment may, for example:

  • identify an important point learned from the presentation;
  • ask a relevant professional question;
  • mention a useful case law or technical issue;
  • provide constructive feedback;
  • identify practical application of the topic;
  • suggest another relevant professional aspect; or
  • briefly state the professional learning gained from the presentation.

The objective is quality engagement rather than mechanical clicking, liking or commenting.


13.8 Facebook and Other Digital Platforms

Members are also encouraged to participate constructively in professional activities on the official CEV Group Facebook page and other official digital platforms.

Eligible participation may include:

  • sharing educational/professional posts;
  • commenting meaningfully on professional posts;
  • participating in professional discussions;
  • sharing CEV educational initiatives;
  • disseminating useful technical information;
  • interacting with professional updates; and
  • helping other professionals access useful knowledge resources.

Such activities may be considered for CPD purposes in accordance with the applicable 1 CPD Point for every 5 eligible posts/comments/shares framework and subject to verification.


13.9 Professional Purpose is Essential

Social-media participation should be undertaken genuinely for:

Professional Learning + Knowledge Sharing + Awareness + Professional Development

and not merely for fulfilling a numerical CPD requirement.

The Organisation may therefore distinguish between:

Meaningful Professional Engagement
and
Mechanical / Token / Non-Professional Engagement.

Only eligible and verifiable professional activities should be considered for CPD credit.


13.10 Objective Behind Introducing Digital CPD

The primary motive of the Organisation in introducing digital professional participation is not to burden members with another compliance requirement.

Rather, the objective is to develop a healthy professional habit among members:

“SPARE A FEW MINUTES FROM YOUR DAILY ROUTINE FOR PROFESSIONAL KNOWLEDGE.”

Members are often occupied with:

  • valuation assignments;
  • site visits;
  • report preparation;
  • office work;
  • client meetings;
  • court matters;
  • banking assignments;
  • family responsibilities; and
  • other day-to-day professional activities.

As a result, professionals may find it difficult to attend every physical seminar or conference.

Digital learning provides an easy solution.

A member can utilise a small portion of his/her daily routine to watch a useful professional presentation, learn about a new development, understand a case law or update professional knowledge.

Thus, the Organisation seeks to develop the habit of:

“REGULAR PROFESSIONAL ENGAGEMENT – LITTLE BY LITTLE, EVERY DAY.”


13.11 Digital Learning – A Continuous Professional Habit

The Organisation believes that professional knowledge should not be acquired only once a year for the purpose of completing CPD requirements.

Instead, professionals should develop a continuous learning habit.

Even 10–20 minutes of meaningful professional learning on a regular basis can, over time, significantly improve professional awareness.

Accordingly, the digital participation policy is designed to encourage members to:

WATCH → LEARN → THINK → COMMENT → SHARE → APPLY

This creates a continuous cycle of professional development.


13.12 Digital Engagement as a Tool for Professional Community Building

When members watch, comment upon and share professional educational content, the benefit is not limited to the individual member.

It also helps:

  • spread professional knowledge;
  • connect professionals from different cities and states;
  • encourage discussion;
  • identify practical professional issues;
  • disseminate regulatory updates;
  • improve awareness of new developments;
  • encourage younger professionals; and
  • create a stronger and more knowledgeable professional community.

Therefore, digital participation is regarded as an important component of modern professional engagement.


14. CONTINUING PROFESSIONAL DEVELOPMENT – CPD REQUIREMENT

A minimum of:

12 CPD SCORE POINTS PER FINANCIAL YEAR

is required for CEV Active Membership Compliance.

CPD may be earned through eligible professional activities recognised under the applicable CEV CPD framework.

These may include, subject to applicable rules:

  • seminars;
  • conferences;
  • webinars;
  • workshops;
  • training programmes;
  • professional presentations;
  • knowledge-sharing activities;
  • recognised digital learning activities;
  • social-media professional engagement; and
  • other approved professional development activities.

Members should maintain appropriate records/evidence of their participation wherever required.


15. CONTINUING INTEREST AND ALIGNMENT WITH ORGANISATIONAL OBJECTIVES

An Active Member should maintain a genuine interest in the mission and objectives of CEV Group.

Members are encouraged to support:

  • professional education;
  • capacity building;
  • continuous professional development;
  • knowledge sharing;
  • ethical professional practice;
  • professional networking;
  • awareness of laws and regulations; and
  • advancement of engineering and valuation professions.

16. ACTIVE MEMBERSHIP AND ANNEXURE VIII / ANNEXURE J FOR BANK EMPANELMENT

Members may require Annexure VIII / Annexure J or other membership-related documents for empanelment with banks, financial institutions or other organisations.

Such documents may be issued only after verification of the member’s applicable compliance status.

The Organisation may consider:

  1. current membership status;
  2. Active Membership status;
  3. renewal status;
  4. CPD compliance;
  5. payment of applicable dues;
  6. compliance with organisational policies;
  7. professional conduct;
  8. participation and engagement, where relevant;
  9. pending compliance matters;
  10. responsiveness to official communications; and
  11. any other applicable requirement.

17. ANNEXURE VIII / ANNEXURE J – NO AUTOMATIC ENTITLEMENT

Holding or having previously held membership does not automatically create an unconditional entitlement to Annexure VIII / Annexure J or any other current membership-status confirmation.

The Organisation may verify the member’s current status and compliance before issuing such documents.

Where applicable requirements have not been fulfilled, the Organisation may defer, withhold or decline issuance until the relevant deficiencies are resolved, subject to applicable policies and procedures.


18. IMPORTANCE OF ACTIVE MEMBERSHIP FOR BANK EMPANELMENT

Members seeking bank or financial-institution empanelment are advised to maintain their membership and compliance throughout the year.

Members should not wait until the last date of an empanelment application to:

  • renew membership;
  • clear outstanding dues;
  • complete CPD;
  • update documents; or
  • seek Active Membership confirmation.

Maintaining continuous compliance helps facilitate timely processing of legitimate requests for membership-related documents.


19. MEMBER’S RESPONSIBILITY FOR COMPLIANCE

Every member is responsible for monitoring his/her own compliance.

Members should periodically verify:

  • membership validity;
  • renewal;
  • CPD points;
  • outstanding dues;
  • required documentation;
  • official communications;
  • digital participation records; and
  • other applicable compliance requirements.

20. REVIEW OF ACTIVE MEMBERSHIP

The Organisation may periodically review the Active Membership status of members.

The review may consider the overall compliance position, including:

  • membership validity;
  • CPD compliance;
  • financial compliance;
  • professional participation;
  • digital engagement;
  • professional conduct;
  • pending documentation; and
  • other applicable requirements.

The Organisation may seek clarification or additional documents where necessary.


21. OPPORTUNITY TO RECTIFY DEFICIENCIES

Where appropriate, and subject to applicable policy, a member may be given an opportunity to rectify deficiencies such as:

  • payment of outstanding dues;
  • completion of CPD requirements;
  • submission of pending documents;
  • updating records;
  • responding to official communications; or
  • providing clarification.

Such opportunity shall remain subject to the applicable rules and timelines prescribed by the Organisation.


22. NO MISREPRESENTATION OF MEMBERSHIP STATUS

Members must not represent themselves as Active Members where their membership is inactive or non-compliant.

Members must also not:

  • misuse certificates;
  • alter organisational documents;
  • misrepresent their membership status;
  • claim unauthorised positions or designations; or
  • represent themselves as authorised representatives of CEV Group without proper authority.

Any document issued by the Organisation must be used only for its intended purpose.


23. PROFESSIONAL RESPONSIBILITY OF ACTIVE MEMBERS

Active Membership should be viewed as a combination of:

MEMBERSHIP + PARTICIPATION + LEARNING + CPD + ETHICS + COMPLIANCE + PROFESSIONAL ENGAGEMENT

The purpose of these policies is to promote a professional community that remains:

ACTIVE • UPDATED • CONNECTED • ETHICAL • KNOWLEDGEABLE • RESPONSIBLE


24. POLICY REVIEW AND AMENDMENT

The Organisation reserves the right to modify, revise, supplement or update these policies from time to time in view of:

  • changes in law;
  • regulatory requirements;
  • requirements of banks and financial institutions;
  • professional developments;
  • organisational circumstances;
  • technological developments;
  • administrative requirements; and
  • other relevant considerations.

Members should therefore refer to the latest applicable circular, notification, policy or communication issued by CEV Group.


25. IMPORTANT MESSAGE TO ALL CEV MEMBERS

ACTIVE MEMBERSHIP IS NOT ONLY ABOUT PAYING MEMBERSHIP FEES.

It represents a continuing commitment towards:

26. PAY NON-COMPLIANCE FEE FOR DORMANT MEMBERSHIP OF LAST FINANCIAL YEAR

DORMANT MEMBERSHIP / CPD SHORTFALL FEE

Where a member has a dormant membership and is unable to earn the prescribed minimum 12 CPD points during the previous financial year, a fee of: ₹1,200/- + GST, if applicable, may be payable, subject to the applicable rules/policies of the Organisation.

Where such fee is applicable, members need to confirm that the same has been paid as follows:

I understand that payment of the applicable fee, wherever required, does not by itself dispense with the requirement of future compliance and continued professional participation, and that Active Membership shall remain subject to the applicable rules, policies and requirements of the Organisation.
