In a significant development affecting the valuation profession across India, the Office of the Principal Chief Commissioner of Income-tax, Nagpur has issued an important circular directing all existing valuers registered under the Wealth-tax Act, 1957 to update their registration under the newly introduced framework of the Income-tax Act, 2025.

The circular, issued in July 2026, provides long-awaited clarity regarding the transition of valuers from the old Wealth-tax regime to the new statutory framework introduced under Section 514 of the Income-tax Act, 2025, read with Rules 246 and 247 of the Income-tax Rules, 2026.

The communication makes it abundantly clear that while existing registrations continue to enjoy temporary recognition, every eligible valuer must submit a fresh application in Form No. 169 on or before 30 September 2026. Fresh Application in Form No. 169 Is Mandatory

किन मूल्यांकनकर्ताओं पर लागू होगा यह परिपत्र?

  • जो वेल्थ टैक्स अधिनियम, 1957 के अंतर्गत पंजीकृत हैं।
  • जिनके पास प्रधान मुख्य आयकर आयुक्त, नागपुर के कार्यालय द्वारा जारी वैध पंजीकरण प्रमाणपत्र उपलब्ध है।
  • जिनका पंजीकरण 31 मार्च 2026 तक वैध था।

फॉर्म संख्या 169 में नया आवेदन करना अनिवार्य

किसी प्रकार का पंजीकरण शुल्क देय नहीं

वर्तमान पंजीकृत मूल्यांकनकर्ताओं के लिए राहत की बात यह है कि परिपत्र में स्पष्ट रूप से कहा गया है कि—

फॉर्म संख्या 169 प्रस्तुत करने के लिए किसी भी प्रकार का शुल्क देय नहीं होगा।

यह छूट आयकर नियम, 2026 के नियम 246(5) के अंतर्गत प्रदान की गई है।

अर्थात् यह संक्रमण प्रक्रिया केवल प्रशासनिक (Administrative) है, वित्तीय नहीं।


अनुपालन न करने पर क्या होगा?

परिपत्र का सबसे महत्वपूर्ण और गंभीर भाग अनुपालन न करने के परिणामों से संबंधित है।

परिपत्र में स्पष्ट रूप से कहा गया है कि—

  • यदि कोई मूल्यांकनकर्ता 30 सितम्बर 2026 तक फॉर्म संख्या 169 प्रस्तुत नहीं करता,
  • तो उसका पंजीकरण 1 अक्टूबर 2026 से स्वतः निरस्त (Deemed Cancelled) माना जाएगा।
