UPCOMING CEP SESSION TO ADDRESS LEGAL RISKS, COMPLIANCE, PEER REVIEW, AND BEST VALUATION PRACTICES FOR IBBI REGISTERED VALUERS
New Delhi, India — In a significant move aimed at strengthening the knowledge base, ethical standards, and regulatory compliance of registered valuers across India, a Continuing Education Programme (CEP) session has been announced on the crucial themes of Legal Risks Faced by Valuers, Annual Compliances, Peer Review, and Best Practices on Valuation Approaches. The session is tailored specifically for IBBI-registered valuers, professional valuation firms, and aspirants preparing to enter this dynamic and evolving field.
With the valuation profession playing an increasingly pivotal role in India’s financial, real estate, and business restructuring landscape, the need for rigorous regulatory understanding and adoption of standardized practices has never been more pronounced. This CEP initiative is part of a broader endeavour to align with the Insolvency and Bankruptcy Board of India’s (IBBI) commitment to capacity building and safeguarding public interest.
Navigating Legal Risks: Why Valuers Must Stay Vigilant
One of the focal areas of the upcoming session is the legal risks and liabilities encountered by valuers in the course of their professional engagements. Valuers frequently serve as key advisors in high-stakes scenarios such as mergers & acquisitions, insolvency resolution processes under the Insolvency and Bankruptcy Code, 2016 (IBC), and dispute resolution, often placing them under intense regulatory and judicial scrutiny.
The session will explore landmark legal cases and regulatory actions taken against valuers under:
-
Section 247 of the Companies Act, 2013, which governs valuation by registered valuers;
-
The Valuation Rules framed thereunder;
-
Disciplinary proceedings initiated by the IBBI;
-
and judgments from the National Company Law Tribunal (NCLT) and other courts.
Valuers are expected to maintain objectivity, independence, and professional skepticism. Any deviation can lead to professional misconduct, civil penalties, and even criminal prosecution in some instances. The CEP will demystify the legal framework, outline emerging risk areas, and offer preventive strategies for practitioners.
Understanding Annual Compliance Obligations
Registered valuers, especially those operating through partnerships or companies, are subject to several ongoing compliance requirements under the Companies (Registered Valuers and Valuation) Rules, 2017. These include:
-
Maintenance of valuation reports and work papers;
-
Filing of annual statements;
-
Disclosure of conflict of interest;
-
Ensuring continuous professional education (CPE) as mandated.
The session will guide participants through a compliance checklist, emphasize the importance of audit trails, and provide templates and best practices to seamlessly meet regulatory expectations.
Peer Review: A Catalyst for Quality and Accountability
A major highlight of the session is the introduction to the concept and framework of Peer Review for valuers, an initiative being increasingly emphasized by the IBBI to raise the bar of professionalism in the valuation domain.
Peer review ensures that valuation reports meet the technical, ethical, and regulatory standards laid down by the IBBI and recognised RVOs (Registered Valuer Organisations). This module will cover:
-
Objectives and benefits of peer review;
-
Expected roll-out of peer review frameworks;
-
Common shortcomings flagged in existing valuation reports;
-
Mechanisms for internal quality control within valuation firms.
Participants will gain insights into self-evaluation techniques and how to proactively prepare for reviews, thereby enhancing credibility and client trust.
Valuation Approaches: Best Practices from Ground Zero
With the Indian economy becoming more nuanced and sophisticated, valuation scenarios now span across:
-
Financial assets (e.g., shares, debentures, business valuation),
-
Land and building assets, and
-
Plant and machinery assets.
The session will feature seasoned practitioners who will walk attendees through the practical application of valuation approaches — Cost, Market, and Income — tailored for different asset classes. Through case studies, role-plays, and interactive Q&A, the training will bring to life:
-
The art of making valuation judgments amid data ambiguity;
-
Ensuring robustness of assumptions and estimates;
-
Adhering to Valuation Standards issued by IBBI and international benchmarks such as IVS (International Valuation Standards).
Why This Matters Now
In an era where financial transparency, corporate governance, and stakeholder protection are under the microscope, valuers are no longer mere number-crunchers — they are gatekeepers of financial integrity.
This CEP session stands as an essential opportunity for both practicing and aspiring valuers to:
-
Stay ahead of regulatory updates;
-
Learn from real-world legal and compliance pitfalls;
-
Sharpen their valuation methodology;
-
And contribute to a more resilient and ethical professional ecosystem.
Registrations are open via CEV IAF RVOs professional platforms. Seats are limited, and early confirmation is encouraged.

The session is conducted under the aegis of CEV IAF RVO Registered Valuers Organisation (RVO) in collaboration with senior legal experts, peer reviewers, and domain specialists. The initiative is backed by the IBBI’s mission to promote transparency, accountability, and excellence in the valuation profession.
This is a fantastic opportunity to gain cutting-edge knowledge and expertise in the field of valuation. We look forward to your participation!
