Question :
This is a vacant land of 3 acres and 18 guntas. This is an NPA case. As per documents and on physical inspection, it is landlocked and also a litigated property. Should a valuation report be released for this and if so what should be the value I should consider.
My opinion :
1. Any property has a market value. Arrive at the basic value assuming it is a proper land without any encumbrance.
2. Discount suitably for the landlocked land and also for litigation. The percentage should be decided by you only because you have seen the property physically.
3. Put yourself in the shoes of the buyer and determine suitable value.
4. Before you sign the report, “Apply 4 way test”.
