IMPORTANCE AND NECESSITY OF TENANT VERIFICATION

With an ever-increasing population and the lack of housing, it is natural that most people are opting to rent a house more than buy one. To make renting easier for everyone, the government initiated the model Tenancy Act in 2019 and in this act, you will see that tenant police verification plays a huge role.

The tenant/servant verification is considered to be a preventive measure, in which district police is entitled to maintain the full record of people, who migrated from their native places to other cities for pursuing studies, jobs, businesses etc.  As India is a developing country, keeping the cost within the commoner’s budget, added with the strain caused by COVID-19, the pressure on the real estate industry has significantly increased.



MEANING TENANT VERIFICATION

The tenant/servant verification is considered to be a preventive measure, in which district police is entitled to maintain the full record of people, who migrated from their native places to other cities for pursuing studies, jobs, businesses etc. The main prospective behind this verification is to keep a tab on the anti-social elements and criminals.

A police officer said, “The owner of the property, in which a person allotted the accommodation on rents, legally has no right for examining the antecedents of a person but he has a right to demand all the necessary details of his/her tenant including identity proof, details of his/her occupation, his/her native address and either he/she was earlier prosecuted in any civil/criminal case or not.”

The government in India has come up with the Draft Model Tenancy Act 2019, to promote rental housing in India and to make the process of renting properties beneficial for both, the landlord and the tenant. Despite that, tenant police verification is a must for landlords when letting out their properties.




IMPORTANCE OF POLICE VERIFICATION OF TENANT

The landlord would be legally responsible, for any illegal activity committed by the tenant on his premises. So, tenant verification is different from a background check, here’s how – As a landlord, you have to make sure you know about the tenants you will be getting. It’s important to remember that you have to generate income legally so it does not create a lot of stress for you and goes off without any conflict.

Checking their background is part of the renting process you do for your safety. Still, the tenant police verification is also another part of this process. It is pretty integral and mandatory.

As a landlord, you have to find out the personal and professional details of the tenant. After all, the whole point of renting out your property is to generate income, without any hassle. You have to gauge the payment capacity of the tenant, while also ensuring that he will not cause any general or legal nuisance. This part of the renting process is the background check, which you do you for your own safety.



POLICE VERIFICATION PROCESS

There are many ways to carry out the police verification of your tenant. You can visit the police station in your area, fill up the tenant verification form (this could also be downloaded from the website of the said police station) and submit it to the sub-inspector.

Through the area sampark centres situated in almost all the sectors. A house owner can obtain the verification form from these centres for Rs 2.

A house owner can also obtain these forms directly from the area police stations and beat constables. Notably, there are two separate forms for Tenant/PG verification and Servant

This process is as follows:

  • Get a Police tenant verification form at the police station or download it online.
  • Fill out all the details asked on the tenant verification form.
  • Fix a passport size picture.
  • Provide ration card passport or driver’s license detail as proof of Identity.
  • Sign the form
  • And after submitting the form, save the acknowledgement receipt.



DOCUMENTS REQUIRED FOR TENANT VERIFICATION

To legally bind the contract, you need to know about the vital document required in the police verification for the tenant process. These are:

  • Three Recent Passport size photographs of applicant.
  • Proof of address is mandatory while renting a place so that the tenant’s permanent address is verified
  • Description of family i.e. Father, Mother, Spouse, Brother & Sister of applicant.
  • Any one Photo Id proof of identity & Residence of landlord of applicant: Driving Licence, Pan Card, Voter Card, Passport, Aadhar Card, Ration Card, Bank Pass Book.



TENANT VERIFICATION THROUGH THE MOBILE APP

To cancel out any hassle and paperwork and extra stress, many cities in India have launched a mobile app that landlords can use to carry out tenant verification online.

The Delhi Police has launched an app, Suraksha, to do away with paperwork and hassle, while carrying out tenant verification. The Nashik Police have, for instance, launched a Tenant Verification System app that enables landlords to seek information about the tenants, without visiting the police station.
