ANALYSIS OF VALUATION REPORTS BY COMMITTEE OF EXPERTS

After examining & going through various valuation reports and after noting the various deficiencies / Lacunas, the committee came to the conclusion that valuers should
1. The purpose of valuation should be clearly recorded.
2. The identity of the valuer has to be properly disclosed. If assistance from another expert or other registered valuer is obtained, then it should be clearly mentioned.
3. All the points under the scope of the work is to be recorded properly.
4. The inspections and/or investigation done must be given under separate head/point and not merged with other points.
5. Mention the valuation standards followed while preparing the valuation report. i.e valuation standards should not only be followed properly but they also should be named and identified properly and mentioned by their unique name and numbers for proper understanding.
6. While adopting the sales comparison approach verified sales instances / verified quotations should be properly listed out in the report itself and should not remain only in a working paper. Supporting evidence should be properly recorded and explained. In fact, proper supporting data related to any approach should be properly listed out.
7. Information of the asset valued should be properly recorded in one place. Also in the case of multiple assets, adequate details of each asset are to be properly mentioned.
8. Each report should be prepared as a fresh document and should not be done in a cut and paste manner to avoid inconsistencies and contradictions in the report.
9. Errors in numerical calculations should not occur. Numerical calculations should be checked thoroughly before signing the report.
10. Explanation of the methodology applied to arrive at specific valuations should be provided clearly.
11. All assumptions / special assumptions should be clearly mentioned in one place as a separate point.
12. Tenure of land i.e. Freehold or leasehold should be clearly indicated and encumbrances, if any, should be clearly recorded.
Similarly, in the case of movable asset ownership or lease and any encumbrance has to be recorded.
13. A note about any conflict of interest is to be properly and clearly mentioned.
14. Valuation reports should, as far as possible and practicable, try to consider all three approaches to valuation and record the proper reasons for selecting a particular approach and proper reasoning for disregarding other approaches.
15. Notes to the reports should be specific to the asset class pertaining to the valuation report and should not be done in a casual manner to indicate that it is a copy and paste job.
16. Definition of all types of values provided in the report i.e. “Fair Value”, “Liquidation Value” etc should be properly recorded in the report.
17. Details of the appointing authority should be properly recorded.
18. All disclosure, caveats, limitations/limiting conditions and disclaimers should be recorded under proper headings in one place.
19. The date of the valuation report and the date on which the valuation report is prepared should be separately and distinctly visible.
20. Major factors that were taken into account while preparing the valuation report should be properly recorded.
21. The conclusion has to be clear and unambiguous.
22. Restrictions on the use of the report’s intended user, and purpose has to be indicated clearly and at a proper place under a separate heading.
23. The date of the site visit/inspection has to be clearly mentioned.
24. A note about any conflict of interest is to be properly and clearly mentioned.
25. Valuation reports should, as far as possible and practicable, try to consider all three approaches to valuation and record the proper reasons for selecting a particular approach and proper reasoning for disregarding other approaches.

27. Appointing authority and date of appointment to be mentioned.
28. General description of the unit/industry to be given.
29. Sources of information necessary to arrive at a certain valuation/results obtained to be mentioned.
30. Physical condition & specifications of the assets valued to be mentioned

It is further noticed that in many reports the following essential inputs are not taken care of by the valuers:-

1. Scope of work / Background Information of the asset valued is missing in almost every valuation report.
2. Appointing Authority, date of appointment, date of inspection, conditions, and other information not found in the report.
3. Valuation standards followed by the valuer are mentioned as per IVS,  but many clauses are not followed in the reports.
4. In one valuation which is done on the basis of the Comparable sale method is used, but no referred comparables are mentioned, also on what basis the comparison was done is not mentioned.
5. Proper approach not adopted in Leasehold Properties. Also, conditions & limitations mentioned in the lease deed were not verified, considered, and even not mentioned in the reports.
6. Bases of Value, source of information & Premise of Value not mentioned anywhere in the report.

7. Many other irregularities in the use of approaches considered by valuer found such as
(a) Noncompliance to IVS.
(b) The Wrong methodology for valuation & not using proper valuation approach to value a property
(c) Noncompliance to Rule-8C.
(d) Insufficient information in the report.
(e) Non-compliance to CLD

(f) Insufficient photographs were found attached along with the report which was not found sufficient & able to justify the identification of the exact property at the site.
8. Proper Specifications & their derivation are not mentioned anywhere for the building part and justification of construction rates adopted are not found anywhere. Whether market approach used or cost approach is adopted and why.
9. No proper documentation and records were found available with the Valuer at the time of inspection.

10. Soft copies of all the valuation reports are not sent to the monitoring committee to date.

11. Exact size and directions of the land measured at the time of physical identification not found incorporated in the report anywhere.

12. Reports are made in a very casual manner without considering and mentioning many necessary inputs from the valuer’s side. 

13. Non-availability of various documents is mentioned in the reports. 

14. In case of documents are not made available to the valuer what were the conditions & assumptions on which the valuer was able to reach his decision are not mentioned anywhere in the reports.

The only purpose of this analysis is to make aware to the valuers, the common mistakes they are making so that they can avoid them in the future.
